Why is this boy being like this?

Ok basically, I liked this one guy for about 7 months. I went through so much pain for him and stuff. I'm 13 I know I didn't love him but i never felt that way about someone. Anyways, after a while he got annoyed and told me I needed to get over him. I did. After a while, he told my friend he was gonna ask me out after my bday. So then one day, I was walkin in the hallway, and him and another girl kissed right in front of me. I felt extremely upset and got mad at him for a while. He claims he never Said he was gonna ask me out, but i saw the txts?? I have him in my cl for a group project and he always tickles me, plays with my hair, touches my feet, video tapes me. What's going on?
