What 2 cities that do not have a hockey team deserve them?

Everyone is downplaying the NHL playoffs because they let in 16 of 30 teams into the playoffs which is over half. Maybe if they added 2 more teams, those criticizing people would shut up. That would make it 16/32 or half. All they need is 2 more teams, where should they be and what mascot would you want them to have?
