Can a Orchestra play as good without a conductor?

Well the conductor is there to keep time and hold the orchestra together with things like cues(to let people know their entrances). But he also will convey dynamics and feeling that the orchestra will perform with using his movements. Each conductor will draw something different from the song and have a different way of conducting, which may not change the notes, but can definitely change the sound. Can the orchestra play as good without a conductor? If you mean the correct notes, then yes. If you mean making music, then no.
